Italian Property Market Receives Government Boost Monday, 30 May 2008 09:30 GMT
Italy's property market will be encouraged by the news that the Italian government has struck an agreement with banks to revert mortgage payments to lower levels last recorded in 2006, while banks have also agreed to switch variable-rate mortgages into fixed-rate ones.
Speaking at a news conference, Prime Minister Silvio Berlusconi, commented: We will introduce the possibility (for homeowners) to go back to the mortgage rates of 2006 with a lengthening of the time for which the mortgage will be paid.
The banks cooperation will bring relief to the millions of families who have found themselves in the trap of having a variable-rate mortgage, says Economy Minister Giulio Tremonti.
Tremonti said that after converting the mortgage from variable to fixed-rate, if average interest rates have risen at the end of the initially agreed mortgage, this duration will be extended. While, if rates have fallen banks will reimburse the homeowner.
However, final details still have to be ironed out and it is not yet sure when the deal will come into effect.

Italy, long a popular with British investors looking for property overseas, offers buyers a range of tax breaks.
The Mediterranean nation, famed for its depth of culture as much as its cuisine, is among the most popular destinations in Europe - ranked only behind France and Spain. And its fiscal system is also suited to financial rewards for investors.
"Take capital gains tax in Italy", explained Manuel Rodriguez of overseas property specialists Network Properties. "After five years there is none."
"This is a fact not widely known, yet if you are investing in a property for your future, this can have a radical impact on the monies you receive at the end of your term of property investment."
Inheritance tax is another area where many buyers are unaware that Italy offers much better financial benefits that many other countries.
If investors compare the country to France for example, Italy has no inheritance tax if left to a close relation, such as spouse, children or direct relation.
In France however, each child only receives 150,000 Euro tax free and then they pay inheritance tax on a sliding scale up to 40 per cent.
"As well as the huge benefit of buying in Italy, where these two taxes are concerned, there is also the need to understand that when the day comes to realise your investment, you are in a position to do so", said Mr Rodriguez.

Brits buying property in Spain are increasingly looking to the country for its lifestyle, rather than investment, potential.
While the Iberian nation has always been popular with foreign investors, largely based on its attractive climate and seemingly relentless price increases, it is now buyers looking for a family home who are considering a purchase.
"In the last four or five years Spain has seen a huge interest and prices were going up incredibly quickly", explained Carl Munson, CEO of Network Properties.
"The investment side of things has tailed off a bit now so people are buying from a lifestyle point of view because they actually want that property in Spain."
According to figures from Property Showrooms, there are approximately 2.8 million foreign residents in Spain.
However, prices in the country witnessed a severe correction in 2008- -reducing its potential for investors in the short term.
Yet, prices remain competitive when compared with the UK.
"I do think people feel they are getting priced out of the UK. I think people feel that there is a more stable market in certain foreign countries than there is in the UK at the moment", said Mr Munson.
Also the cost of entry is lower so a lot of first-time buyers are looking overseas as a first step on the ladder before they buy somewhere in the UK.
Furthermore, despite price falls, the country remains attractive.
"One of the attractions for a lot of people is the fact that the Spanish community and lifestyle is really easy to get into", continued Mr Munson.
